Assessing flood risk and its potential control and management in Masaka wetland, Rwanda

SOURCE OF FUNDS: Embassy of the Kingdom of the Netherlands in Kigali

  1. A consortium of Euroconsult Mott MacDonald (lead partner, hereinafter ‘the client’ for this tender), SNV, and SHER, has received funding from Embassy of the Kingdom of the Netherlands in Kigali for the Integrated Water Resources Management Programme in Rwanda, publicly known as ‘Water for Growth Rwanda’ (W4GR);
  2. On behalf of the programme beneficiary organisation ‘Rwanda Water and Forestry Authority’ (RWFA), the Client intends to apply a portion of the funds to eligible payments under a contract to assess flood risk and potential control and management measures in Masaka wetland, Rwanda;The Terms of Reference and evaluation procedure document can be found at;
  3. Eligible national, regional and/or international consulting firms are requested to submit proposals. Collaboration between companies is allowed;
  1. Sub-contracting is allowed but those aspects that are to be sub-contracted, along with their value, need to be made explicit in the technical and financial proposals;
  1. Bidding will be conducted through open competitive bidding and is open to all eligible bidders as defined in the ToR;

ToRs Masaka Wetland/Rwanda Flood Study

Response to questions on Masaka Wetland ToR

The IWRM Programme, Water for Growth Rwanda (W4GR), is a four-year, joint Rwanda-Netherlands initiative aiming to improve effective management of Rwanda’s water resources. The initiative is led by the Government of Rwanda and supported by the Embassy of the Kingdom of the Netherlands (EKN). Implementation of the programme is tasked to an IWRM Support Unit (ISU) within the Ministry of Environment (MoE). The ISU is comprised of an international project team led by Euroconsult Mott MacDonald, supported by its partners SNV and SHER. The ISU works in close collaboration with, and aims to enhance the capacity of, the Water Resources Management Department (WRMD), of Rwanda Water and Forestry Authority (RWFA).

Amongst other activities, W4GR will command and fund some research to be executed by scientific institutions, in association with private sector partners.

One of the planned pieces of research is an agricultural water-use efficiency / water productivity study, with the general objective being to analyse the variability of water productivity using field measurement and WaPOR (remote sensing based) approaches

The specific objectives of the research project are:

  1. To analyse performance (notably cost and water efficiency) of drip irrigation technology for horticultural crops (tomatoes) in the Muvumba catchment,
  2. To determine the contribution that good agricultural practices, such as X, Y and Z, make to improved water productivity,
  3. To relate satellite data from WaPOR to field measurement data for horticultural crops (tomatoes) in the Muvumba catchment,
  4. To assess the variability of water productivity at different sites in the Sebeya catchment.

This research will be carried out over two years, starting early 2019, by researchers from UR-CAVM, Rwanda Christian University, IHE-Delft. A private sector partner will also be required for selected tasks. As an integral part of the study, water-efficiency of existing practices will be compared with different levels of improved practices. As a real-life benchmark reference for optimal water-efficiency on one location, all possible support will be given to a group of farmers, to achieve optimal water-productivity.

The role and responsibilities of the private sector partner in the consortium will be as follows:

  • Work intensively with a limited number of farmers to establish a situation of optimal water-use efficiency through use of improved seeds, drip-irrigation, optimal soil preparation and optimal fertilisation and pest-control.
  • Provide all required inputs and extension services for the project against reasonable market prices.
  • Measure water-productivity on site and provide toolkits to perform field-measurement of water-productivity and soil fertility in all test locations.

As the research is still in an inception phase, the selected private partner will be invited to join the team in order to finalise the project set-up together. Financial remuneration will be governed by regulations of the W4GR Research Fund.

Expressions of interest should include the following information:

  • Track record of the company in managing horticultural demonstration plots and best-practices in Rwanda;
  • Proof of experience in working intensively with farmers in Rwanda;
  • Proof of capacity to provide all required inputs, technologies and services for optimal water-efficient horticulture and for measuring water-productivity;
  • CVs of proposed executing lead-partner and other key company staff to be assigned to this project.

Based on the provided information, W4GR management team will select the preferred candidate, who will subsequently be invited to develop a detailed research proposal with the research partners mentioned.
